EncCERT ID Card Renewal Procedure

All Encinitas CERT Team Members need to carry an up-to-date CERT ID Card. Please check the expiration date on your ID card and if it needs to be renewed follow these instructions:

  • Fill out the Disaster Services Worker Application (instructions below)
  • Pass a simple background check required by the City of Encinitas (instructions below)
  • Stay current with your CERT training by attending at least one training session per year

Encinitas DSW (Disaster Service Worker) Form Instructions

  1. Download the form using this link: Disaster Services Worker Application
  2. Complete the form in pen, not pencil. All text must be LEGIBLE.
  3. Please check RENEWAL
  4. Fill in your name, address (physical and mailing), as well as the email address, telephone numbers and date of birth.
  5. For renewals, do NOT complete the Loyalty Oath of Affirmation.
  6. Please sign where it says Signature of Volunteer/DSW.
  7. Drop the DSW Form at the front desk of City Hall (505 Vulcan Avenue) in an envelope, attention Chief Abelman.

After the Chief’s signature, the application will be logged, tracked, and delivered to the County for processing.

Background Check Instructions

Please download and follow the instructions in the Encinitas Background Check packet for Live Scan Fingerprinting. As of March 2012, a background check is a mandatory requirement to remain in the Encinitas CERT program.

What is Live Scan Fingerprinting?

The California Department of Justice (DOJ) has established a process of performing background checks utilizing digitized fingerprints. A relatively new process, called Live Scan, allows fingerprints to be electronically transmitted to the DOJ in a matter of seconds. This technology replaces rolling fingerprints on an ink pad and sending them in the mail. This delay slowed the process by weeks and even months, and if smudged, the process may have to be repeated.

The cost has been reduced to $10 for all Encinitas CERT members at Coastal Live Scan only. This cost will be reimbursed to you by the City of Encinitas, please bring your receipt to the Human Resources counter on the south side of Encinitas City Hall.

Encinitas Holiday Parade Saturday Dec. 1

Tens of thousands of people are expected to turn out to watch over 90 entries participate in the Encinitas Holiday Parade Saturday December 1st between 5 PM and 7 PM. The parade will include floats, marching bands and children’s groups. Festivities will take place at The Lumberyard on Coast Hwy 101 in downtown Encinitas, and begin with a Tree Lighting Ceremony before the Parade starts. The parade will head south on Coast Highway 101 from D Street to J Street.

EncCERT Emergency Response Vehicle

EncCERT will be showing our Emergency Response Vehicle (ERV):  about 10 ~ 20 volunteers are needed to decorate, walk with, and ride in the vehicle. Please email Paul Thatcher to find out how you can help!

Encinitas Fall Festival, Nov. 18

Encinitas CERT will have a booth set up at the Downtown Encinitas MainStreet Association (DEMA) Fall Festival.  EncCERT team members are encouraged to volunteer an hour or two of time to help recruit new members and educate the public about CERT’s role. We’ll need about 8 volunteers to cover the various shifts. For more information about participating, please email Doug Jones.

The Fall Festival runs from 9 AM to 4 PM and will feature over 450 vendor booths showcasing various arts, crafts, gifts, food and more. The 200 shops and 40 restaurants and eateries along the Coast Highway from D to J Streets will be open and ready for business. Live music will be playing at two venues: The Lumberyard Courtyard Stage, located at The Lumberyard, and the Community Stage, close to F Street. Both stages will feature the best in local entertainment.

Disaster Training Oct. 17

To help people prepare for an emergency in which they need to think fast and act quickly, the Encinitas Fire Department and Community Emergency Response Team (CERT) are teaming up to present a free, one-hour ARE YOU READY disaster training program.

The training takes place on October 17, 2012 from 6:30-7:30 pm at the Encinitas Community and Senior Center, 1140 Oakcrest Drive, Room 142B. Due to limited space, people are encouraged to preregister by emailing cert@encinitasca.gov or calling ARE YOU READY Program Coordinator Dave Tostenson at 760-634-5605.

Tostenson believes that past firestorms and the 2011 countywide power outage were wake-up calls. He notes, “A community-wide disaster can overwhelm public emergency response resources. Our training will help participants understand the risks specific to our area, explain what to do ahead of time to minimize the effects of a disaster on our homes and families, outline the supplies needed to carry us for up to 72 hours and discuss how to work together with our neighbors in emergencies.” Encinitas Fire Department-endorsed Home Disaster Preparedness Starter Kits will be available at substantially reduced prices.

Tostenson states, “Building a safe, prepared and strong Encinitas community is the aim of our ARE YOU READY program. The more people we can train, the stronger our city will be!”

Wildland Urban Inteface Class

Encinitas residents: please join us on Wednesday, September 5th at the Encinitas Community Center for a presentation from former Encinitas Fire Chief Don Heiser. The Chief will cover such topics as:

  • Fire Behavior
  • Weather Behavior
  • (Fire) Fuels
  • How to protect your home and what to do in a wildfire

This class is open to the general public. Please RSVP to cert@encinitasca.gov if you plan to attend so that we can plan for sufficient seating.

Who: The General Public is invited

What: ”Wildland Urban Interface Class”

Where: Encinitas Community Center, Balour Drive and Encinitas Blvd

When: 7:00 PM to about 9:30 PM

Why: To learn how to protect your home and what to do in a wildfire.

General Meeting July 25th

Please join us at the Encinitas CERT July General Meeting.

These meetings provide an opportunity to meet your fellow Encinitas CERT members and to help the organization accomplish its mission.

Are You Ready? Dave Tostenson of the AYR (Are You Ready?) committee will provide an overview of the program and an update what the program has accomplished to date.

Standard Operating Procedure (SOP) Deputy Fire Chief Dismas Ableman will discuss the SOP document that will dictate how our organization is to be run.

Training Arnie Lewin will discus upcoming training opportunities.

Encinitas Street Fair – April 29, 2012

Encinitas Spring 2012 Street Fair space #1024 for Sunday, April 29th has been assigned to Encinitas CERT (EncCERT). The Encinitas Street Fairs have been the primary source for citizens to sign up for EncCERT as well as donors and grantors to see the EncCERT programs and progress. It is an important event for us.

Now EncCERT has the “Are You Ready” program to display as well. Volunteers will briefly explain CERT responsibilities to and collect basic contact information from those who stop by and are interested in either program. Handouts and brochures will be used. The EncCERT Emergency Response Vehicle (ERV) will be parked nearby.

The basic logistics are as previously used and last seen at the Heritage Museum.

Volunteers will be needed for the initial set up (between 6 AM and 7 AM), operations (9 AM to 5 PM), and tear-down (5 PM to 6 PM). Please contact Paul Thatcher and/or Dave Tostenson if you can assist.

If you have never participated in the Encinitas Fair you’ll find it fun, friendly, and relaxed. You’ll have an opportunity to meet friends, other EncCERT members, and make new friends. So sign up for a time block!

The Encinitas Fire Department will have their annual pancake breakfast between 7 AM and 11 AM after set up.
